Revision -13 addresses all but one nit that I raised in my review of -12.

The remaining nit was the suggestion to include a reference for SRv6 security. This is very far from being a show-stopper and I don't insist on it being resolved. Just a bit odd for an SRv6 document to not mention SRv6 security.
